Senior Vice President
Description
RSP Group are working closely with a National Infrastructure Developer that is seeking a Senior Vice President ? Infrastructure (Highways) to provide executive leadership and strategic oversight of their growing highways portfolio.
Key Responsibilities:
- Accountable for overall strategy, execution, and delivery of large-scale highway infrastructure projects across multiple regions
- Provide executive-level leadership to cross-functional teams encompassing engineering, construction, operations, and project management
- Drive alignment of project delivery with federal, state, and local regulatory requirements, ensuring all permits, compliance measures, and environmental standards are met
- Partner with state DOTs and key stakeholders to optimize project design, accelerate timelines, and ensure budget adherence
- Guide long-range infrastructure planning and investment strategies based on evolving transportation demands and growth projections
- Oversee vendor selection, contract negotiation, and performance management for external contractors and engineering consultants
- Implement consistent governance structures across all highway projects, including risk management protocols, schedule adherence, and KPI tracking
- Develop and refine playbooks and SOPs for project execution, stakeholder engagement, and construction sequencing
- Support business development and pre-construction efforts, including technical input for proposals, client presentations, and feasibility studies
- Represent the organization in industry forums, public meetings, and high-level governmental negotiations related to transportation infrastructure
Expectations:
- Weekly travel to project sites and key stakeholder meetings as required (average 40?60%)
- Executive collaboration across business units including legal, finance, environmental, and real estate
- Maintain a proactive and solutions-focused leadership style in a fast-paced environment
- Foster a culture of operational excellence, safety, and continuous improvement across all infrastructure teams and project sites
Qualifications:
- Bachelor?s degree in Civil Engineering, Construction Management, Transportation Planning, or a related field
- Minimum of 15 years? experience in the planning, development, and delivery of major highway and infrastructure projects, with at least 5 years in a senior leadership capacity
- Deep expertise in federal and state transportation regulations, environmental permitting, and public infrastructure funding mechanisms
- Proven track record of delivering $100M+ highway or infrastructure projects from concept to completion
- Executive presence with exceptional communication, negotiation, and stakeholder management skills
- Demonstrated success in building and leading high-performing, multi-disciplinary teams
- Strong business acumen, with experience in budget oversight, resource planning, and capital allocation
- Comfortable navigating political and regulatory landscapes in high-visibility projects
- Knowledge of emerging trends in mobility, smart infrastructure, and sustainable transportation practices
- Active PE license and/or PMP certification is a plus
